Organizational Context

The UNOPS Africa Regional Office oversees over 250 projects in 40 countries, focusing on fragile and conflict-affected settings. The Horn of Africa Multi-Country Office (HAMCO), based in Addis Ababa, supports projects in Djibouti, Ethiopia, South Sudan, and Sudan, emphasizing health, agriculture, and economic development. UNOPS Sudan, established in 2005, contributes to community well-being through infrastructure, procurement, and project management, with current efforts in Kassala state focusing on healthcare infrastructure.

Job Purpose

The Architectural Infrastructure Engineer, under the Project Manager's supervision, applies architectural concepts to analyze data and support the design and implementation of infrastructure projects. This role is crucial for verifying that project deliverables, including conceptual designs, master plans, preliminary designs, and contracting documents, meet approved scopes, quality standards, acceptance criteria, and applicable regulations. The position involves interpreting rules and procedures, making initial recommendations, and ensuring efficient and effective project objective achievement, with a particular emphasis on internationally financed projects. The engineer will contribute to the analysis and conceptualization of architectural solutions and the technical assurance of architectural and design products.

Responsibilities

The role involves technical management of preliminary projects, designs, and works by reviewing architectural and functional products from internal or external designers to ensure compliance with contractual scope, quality standards, and regulations. This includes providing technical follow-up on design deliverables, developing review matrices, identifying deviations, and supporting management in technical review meetings. Assurance of architectural and functional quality requires verifying consistency between functional programs, design guidelines, site constraints, and institutional requirements, evaluating functional quality, and documenting observations for improvement. Interdisciplinary coordination involves reviewing compatibility between architecture, structure, electromechanics, and other fields, identifying coordination risks, and supporting reviews of various technical criteria. Risk management includes identifying technical risks related to design, scope, and regulations, maintaining technical records, and preparing reports to systematize lessons learned.

Work Experience

A minimum of 2 years of professional experience in architecture, design, technical coordination, or review of infrastructure projects is required. Proven experience in construction projects (offices, public buildings, mixed-use) and in reviewing design products is essential. Proficiency in AutoCAD and Revit for reviewing technical documentation and deliverables is also required. Desired experience includes knowledge of Sudanese construction regulations and interdisciplinary coordination.
