Technical Advisor (Quality Healthcare)

Organizational Context

UNOPS Technical Advisors provide global leadership across eight thematic missions, including quality healthcare. They serve as principal focal points and thought leaders, driving innovation and strategic alignment within their assigned areas. This role is crucial for enhancing UNOPS's visibility and positioning in key global development areas.

Job Purpose

The Technical Advisor (Quality Healthcare) is responsible for advancing UNOPS's influence and strategic presence in the quality healthcare mission. This role also supports other related missions such as digital transformation, SIDS resilience, food systems, and the humanitarian-development-peace nexus, based on organizational needs and individual expertise. A key function is integrating mission-driven knowledge, innovation, and foresight into UNOPS's partnership development, policy formulation, service offerings, and delivery mechanisms to accelerate progress towards the Sustainable Development Goals.

Responsibilities

Thematic Leadership: Serve as the primary focal point and thought leader for assigned missions, enhancing UNOPS's visibility and defining its expertise, comparative advantage, and value proposition. Act as an internal and external technical expert, developing and disseminating mission-aligned materials and knowledge products. Partnerships and Opportunity Development: Drive mission-led partnership development, reinforcing mission readiness and strategic portfolio alignment. Provide technical expertise in high-level discussions, support project ideation, and advise on portfolio balance across missions. Knowledge, Innovation, and Foresight Integration: Integrate mission-driven knowledge, innovation, and foresight into UNOPS policy framing and service delivery. Advise on mission-aligned outcomes and indicators, provide business partnering support to various UNOPS offices, and collaborate to systematically strengthen mission-led knowledge and innovation. People Leadership: Foster a culture of trust, empowerment, and accountability, promoting diversity, inclusion, and respect. Uphold high standards of conduct and zero tolerance for misconduct, ensuring accountability and promoting teamwork.

Work Experience

Required experience includes providing technical advisory support in healthcare and sustainable development, conducting foresight and trend analysis, facilitating stakeholder engagement, and working in development/humanitarian contexts or multicultural environments. Desirable experience includes applying thematic knowledge in infrastructure/procurement, working on related missions, and experience within UN system organizations.
