Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Water, Environment and Climate (WEC) portfolio, part of GPO, manages significant funds for environmental and climate initiatives. The NDC Partnership, jointly hosted by WRI, UNOPS, and UNFCCC, is a global coalition focused on climate action and sustainable development, with its Support Unit operating through UNOPS for this project.
Job Purpose
This role serves as the primary liaison between the Central African Republic and the NDC Partnership, facilitating the smooth implementation of the Country Engagement Process. The In-Country Facilitator is crucial for coordinating efforts between the NDC Partnership Support Unit, various partners, and the government. The position aims to strengthen national coordination for resource mobilization and monitor the implementation of Nationally Determined Contributions (NDCs), ensuring alignment with national priorities and international climate agreements. The facilitator supports the focal point in daily tasks related to NDC implementation and securing necessary support.
Responsibilities
Key responsibilities include coordinating and communicating with national and international stakeholders to ensure relevant information is shared and to facilitate information exchange among partners. The role involves operationalizing the NDC Implementation Plan by managing and updating it in the Online Tool, identifying and tracking partners' contributions, and contributing to plan development. The facilitator will create an Annual Work Plan, document changes in the operating context, and support decision-making processes. Resource mobilization involves advising the government on securing partner financing, updating needs and priorities, and engaging with donors and partners to align projects with the Implementation Plan. Progress tracking includes monitoring implementation, coordinating partner reporting, preparing quarterly update reports, and assessing engagement outcomes. Finally, the role involves organizing and supporting NDC-related meetings and dialogues.
Work Experience
Requires at least 5 years of experience in the public or private sector, focusing on climate change, project management, stakeholder engagement, and/or work plan development. Experience with multilateral, national, and grassroots governance related to climate change and NDCs is essential. Knowledge of the country's climate change policy frameworks and strategies is necessary. Familiarity with UNFCCC processes and experience in conducting similar assignments are desirable.
