Job Purpose

The Monitoring and Evaluation Senior Officer is responsible for implementing and overseeing the monitoring and evaluation (M&E) framework for UNOPS projects and programmes within the Democratic Republic of Congo. This role is crucial for ensuring the systematic collection, analysis, and reporting of data to accurately measure progress against objectives, identify operational challenges, and provide evidence-based insights for strategic adjustments. The officer will also offer technical guidance and capacity-building support to partners to strengthen their M&E systems, ensuring alignment with UNOPS standards and contributing to enhanced project effectiveness, accountability, and overall impact.

Responsibilities

The role involves contributing to the development of the Programme/Project M&E strategy and supporting the implementation of the M&E Framework and Plan. Key duties include collecting relevant data, facilitating baseline studies, and developing field monitoring plans based on agreed indicators. The officer will review technical reports from implementing partners, provide feedback, and prepare consolidated annual reports. Problem-solving and developing remedial actions to address disparities between planned and actual outputs are essential. The position requires providing technical support to partners to strengthen their M&E systems, including developing capacity-building strategies. Facilitating project evaluations and preparing performance reports are also core responsibilities, ensuring regular review of project status against performance criteria and contributing to corrective action plans.

Work Experience

Relevant experience in monitoring and evaluation, data analysis, or project management support is required. Experience working in multicultural environments or within UN system organizations in a developing country is desirable, as is experience in development or humanitarian contexts.
