Job Purpose
The Infrastructure & Project Management Manager provides strategic oversight and technical leadership for UNOPS' infrastructure portfolio across North Africa. This role ensures project coherence, quality, and adherence to organizational standards by strengthening project management frameworks, guiding project managers, and enhancing consistency in planning, execution, and reporting. The manager acts as a central point of expertise, supporting decision-making, refining methodologies, and promoting best practices. Key functions include overseeing project management systems, mentoring staff, and driving continuous improvement in project delivery, risk management, and compliance to achieve impactful results.
Responsibilities
The role involves providing strategic oversight and technical leadership for the infrastructure portfolio, ensuring consistency in planning, design, implementation, and reporting. This includes establishing and promoting project management standards, methodologies, and technical guidance aligned with UNOPS policies and international best practices. The manager will offer technical leadership to Project Managers, review portfolio performance, and report on delivery, quality, and risks. Responsibilities extend to providing technical assurance during project development, reviewing technical documentation, and supporting design and procurement quality assurance. The role also monitors project implementation, ensures quality assurance mechanisms, advises on corrective actions, and strengthens project management frameworks. A key focus is on Health, Safety, Social, and Environment (HSSE) matters, serving as the office focal point and promoting best practices. Additionally, the manager oversees portfolio risk management, compliance, and capacity development through mentoring and knowledge sharing.
Work Experience
A minimum of five years of experience in civil engineering or construction management is required, along with at least three years of project management experience. Experience in post-conflict/fragile environments, providing advisory services, or working within the UN system or developing countries is desirable.
