Organizational Context

The UNOPS Africa Regional Office supports over 250 projects in 40 countries, focusing on fragile and conflict-affected settings. The West Africa Multi-Country Office (WAMCO), based in Dakar, delivers project management, infrastructure, and procurement services across 16 countries. Job Purpose

The Civil Engineer is responsible for managing and supervising infrastructure works executed by implementing partners and contractors. This role coordinates daily design, construction, and procurement activities, ensuring projects meet deadlines, budgets, and quality standards. The Civil Engineer integrates best practices in technical design and construction management throughout the project lifecycle, from planning to handover. A key aspect of the role is upholding strict compliance with Health, Safety, Social and Environmental (HSSE) standards and Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) requirements. The incumbent must demonstrate strong technical expertise, proactive resource management, and ensure integrity, transparency, and effective stakeholder coordination in all civil engineering activities.

Responsibilities

The Civil Engineer will plan, supervise, and manage civil engineering projects from design to completion, ensuring alignment with project requirements, timelines, and budgets. This includes supporting the Project Manager and technical team in planning and implementing rehabilitation, construction, and infrastructure activities, and assisting in the preparation of project plans and progress reports. The role involves liaising with government authorities and stakeholders to secure permits and maintain relationships, and participating in site meetings and procurement activities. Responsibilities also include reviewing design briefs and technical documentation, conducting on-site technical assessments to ensure adherence to UNOPS quality standards, and supervising contractors to ensure quality, cost-effectiveness, and timely delivery. Ensuring full compliance with UNOPS HSSE policies, environmental safeguards, and PSEAH standards, and promoting sustainability in construction practices are critical. The role requires maintaining accurate records of site activities, submitting timely reports, and supporting project closure through commissioning and handover.

Work Experience

Required experience includes work in civil engineering, structural works, construction technology, construction supervision, and monitoring. Experience working in multicultural environments or UN system organizations in a developing country is desired, as is experience in development or humanitarian contexts.
