Organizational Context
The UNOPS Mine Action Office in South Sudan, based in Juba, supports the United Nations Mission in South Sudan (UNMISS) and national authorities in coordinating mine action. Operating under the Peace and Security Cluster (PSC), the office focuses on hazardous area surveys, clearance, risk education, and data management to enhance safety and well-being in challenging environments.
Job Purpose
The ICT Officer is responsible for ensuring the efficient and effective management and support of Information and Communication Technology (ICT) systems for the UNMAS program in South Sudan. This role is crucial for maintaining the operational integrity of information management systems, including IMSMA, and supporting daily ICT functions. The officer will collaborate with UNOPS program support colleagues and UNMAS leadership to provide optimal ICT services, directly contributing to the safety and effectiveness of mine action operations and the well-being of affected communities. The position requires a proactive approach to system maintenance, data integrity, and user support.
Responsibilities
Manage and coordinate the program's information management systems, including IMSMA and associated databases, ensuring regular updates and data integrity through monthly audits. Provide qualitative and quantitative data control, and ensure information management products are used accurately by implementing parties. Control data distribution, establish data exchange processes, and ensure compliance with operational standards. Support the installation and upgrade of UNMAS LAN infrastructure, and administer office automation, mailing, and database services, including regular data backups. Leverage Geographic Information Systems (GIS) for map production and data management. Provide IT and communication support, including maintaining intranet/internet services and liaising with IT support companies. Collaborate on applying modern IT technologies for IMSMA database analysis and reporting improvements. Act as a liaison with local UN partner agencies, UNMISS, and stakeholders on ICT matters. Facilitate team engagement through work planning, performance management, and promoting a safe, inclusive work environment. Support capacity development by training IM users and partners, developing training tools, and providing technical assistance.
Work Experience
Requires relevant experience in information technology, Information Management, and/or Telecommunications and Systems. A minimum of two years of experience in using MS Office, Database management, and ArcGIS (or similar GIS software) is mandatory. Experience with SQL, Adobe CS, working in multicultural environments, or within UN system organizations in development/humanitarian contexts is desired.
