Job Purpose
The Finance Senior Officer is responsible for supporting the analysis and interpretation of UNOPS financial regulations and directives to resolve a wide range of financial issues. This role is crucial for ensuring the effective and transparent utilization of financial resources, maintaining the integrity of financial services, and promoting a client-oriented approach aligned with UNOPS policies. The position contributes to sound financial management and reporting, supporting the overall objectives of the organization and its partners in delivering impactful projects and programs worldwide.
Responsibilities
Key responsibilities include implementing operational strategies and supporting portfolio management by contributing to financial resource planning, continuous analysis, and monitoring of financial progress, including forecasting. The role ensures full compliance with UNOPS Financial Rules and Regulations (FRRs), IPSAS, and other directives in all financial transactions, recording, and reporting. This involves maintaining oversight of projects and portfolios for compliance with internal controls and fiduciary standards, performing cost-saving analysis, and supporting program workplan formulation. The Finance Senior Officer also coordinates cash-flow forecasts, reviews inventory and grant accounting lifecycles, and prepares budgets, financial reports, and management reports, addressing queries from stakeholders. Additionally, the role provides accounting, payments, and treasury support, reviews transactions for policy compliance, ensures payment requests are properly obligated, and monitors financial exception reports. Capacity building through training sessions and knowledge sharing on finance policies and procedures is also a key function.
Work Experience
A minimum of two years of relevant experience in accounting, budgeting, financial reporting, and audit at the national or international level is required. Experience in budget management, accounting, and reporting for global or regional multi-donor programs is necessary. Experience supporting project audits and implementing recommendations is also required. Experience with UN/UNOPS financial rules, IPSAS/IFRS, ERP systems, and strong computer skills in word processing and spreadsheets are considered assets.
