Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. Based in Geneva, it facilitates the 2030 Agenda and SDGs by providing services to governments and UN agencies. The Global Platform for Action on Sustainable Energy in Displacement Settings (GPA), hosted by UNOPS, aims to ensure SDG 7 is inclusive of displacement contexts, fostering collaboration among diverse actors.
Job Purpose
The Policy Advisor will lead the Global Platform for Action on Sustainable Energy in Displacement Settings (GPA) policy engagement, ensuring sustainable energy solutions for displaced populations and host communities are integrated into international, national, and sub-national policy documents. This involves identifying and influencing key policy opportunities, including those related to the African Union's Energy Programme, Mission 300, National Energy Compacts, SDG7, and climate agendas. The role will develop policy language, technical inputs, and advocacy tools to support partners in integrating displacement settings into energy planning and investment. Additionally, the advisor will facilitate the translation of policy commitments into practical delivery opportunities, such as project pipelines and funding proposals, while tracking policy progress and demonstrating GPA's impact.
Responsibilities
Develop and implement an advocacy strategy aligned with the GPA's strategy, ensuring sustainable energy solutions for displaced people and host communities are reflected in policy frameworks. Advance the integration of sustainable energy in fragile and displacement settings into key policy processes, positioning it as a core component of inclusive energy access, resilience, and climate action. Identify high-impact policy entry points and provide technical and political analysis of energy policies, regulations, and investment plans, tracking relevant developments. Promote evidence-based policy influence by leveraging GPA research and field data. Provide strategic advice to partners on developing common policy positions and coordinated engagement strategies. Facilitate partner advocacy and build relationships with policymakers, donors, and implementing partners. Develop policy language, technical inputs, and advocacy products to support partners in influencing government strategies and unlocking funding. Support partners in converting policy commitments into concrete delivery opportunities and monitor GPA's policy influence and accountability.
Work Experience
A minimum of 7 years of extensive experience in energy access, climate, or humanitarian/sustainable development policy, with at least 3 years in senior management, is required. Proven experience of 5 years in programme coordination, partnership management, policy, or strategy implementation within humanitarian or development sectors is also necessary. Experience in delivering energy initiatives in humanitarian response or working in developing/displacement-affected countries is desirable.
