The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Education Outcomes Fund (EOF) is a key initiative within UNOPS, focused on transforming education financing and delivery. This role is part of the Rwanda Country Office, contributing to national efforts to improve early childhood development outcomes and scale successful educational approaches.
Job Purpose
The Learning and Scaling Lead will play a crucial role in the Nkuza Neza initiative in Rwanda, focusing on improving early childhood development (ECD) outcomes. This position is vital for ensuring that evidence generated from program implementation directly informs government decision-making, strengthens national systems, aids resource mobilization, and promotes long-term sustainability. The lead will develop and execute a comprehensive learning, scaling, and evidence synthesis agenda, translating complex program data into practical insights and actionable policy recommendations to drive systemic change and achieve national ECD goals.
Responsibilities
The Learning and Scaling Lead will operationalize the Sustainability Pathways Learning Agenda, refining learning questions with stakeholders and developing annual learning plans aligned with government priorities. Responsibilities include leading evidence generation and synthesis by collaborating with M&E partners, identifying lessons learned, and translating findings into policy recommendations. The role involves supporting government systems strengthening and institutionalization by assessing integration readiness and documenting best practices. Additionally, the lead will conduct scaling and sustainability analyses, assess barriers and enablers for scaling interventions, and support the development of business cases. Facilitating learning forums, knowledge exchange, policy engagement, and maintaining a learning repository are also key duties.
Work Experience
A minimum of 7 years of experience in education, skills-for-employment, development, or policy programs is required. Demonstrated experience in education, ECD, systems strengthening, or social sector programming, particularly with national/sub-national governments, is essential. Experience in policy and systems strengthening for program scale-up and sustainability is also necessary.
