Job Purpose
The HR Senior Officer provides crucial strategic and operational HR expertise to UNOPS offices globally through short-term surge deployments, addressing critical capacity needs. This role ensures the effective implementation of HR policies and procedures, offering advisory services, strengthening HR functions, or temporarily leading HR operations. Assignments span various HR service lines, adapting to specific office priorities. Between deployments, the incumbent contributes to enhancing the Surge Mechanism through knowledge management, developing learning materials, analyzing workforce trends, and driving continuous improvement initiatives to bolster surge readiness and organizational capability.
Responsibilities
The HR Senior Officer contributes to HR policy development by providing data-driven insights and best practices, and leads the implementation of corporate HR strategies aligned with organizational goals. This includes designing and leading HR projects, developing workforce plans, and communicating policy changes. The role provides strategic HR advice on people management, anticipates HR needs, and offers consultative support to management on complex personnel matters, including grievances and disputes. It promotes line management accountability and supports continuous professional development. The incumbent oversees talent acquisition and management processes, including recruitment, onboarding, performance management, and contract administration, while also coordinating contractual modalities and personnel realignment exercises. Additionally, the role involves managing the HR team to ensure high-quality service delivery and contributing to knowledge building through training and participation in Communities of Practice.
Work Experience
Required experience includes talent acquisition, workforce planning, HR operations, contract administration, employee relations, performance management, organizational development, or strategic HR advisory services. Experience providing HR advice, managing multiple priorities under tight deadlines, analyzing HR data, and working within the UN system or humanitarian response is essential. Experience in multicultural teams, supporting HR in challenging contexts, leading change initiatives, and utilizing HR analytics tools is desired.
