Organizational Context

The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on strategic leadership and operational excellence. In Afghanistan, UNOPS has a long-standing presence, shifting its focus to life-saving initiatives and basic human needs. The Private Sector Resilience Program (PSRP) aims to strengthen Afghan MSMEs, particularly women, youth, and returnees, through grant mechanisms.

Job Purpose

The Social and Environmental Senior Analyst ensures project activities align with the Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), and Stakeholder Engagement Plan (SEP). This role involves monitoring and supervision in project areas to guarantee compliance with World Bank's Environmental and Social Framework (ESF) and global standards. The analyst will advise on integrating social standards and risk mitigation into project design and implementation, ensuring effective management of social risks and stakeholder concerns throughout the project lifecycle.

Responsibilities

Develop and lead the project’s E&S management system, ensuring alignment with the World Bank’s ESF and global standards. Advise on integrating social standards and risk mitigation into project activities, supporting cross-functional teams. Lead the implementation of E&S instruments, including ESMF, Labor Management Procedures, and Stakeholder Engagement Plan. Train implementing partners and contractors on E&S risk management and monitor compliance. Review and clear sub-project E&S instruments. Plan and facilitate stakeholder consultations, addressing concerns proactively. Monitor E&S compliance and prepare comprehensive reports. Lead the development and improvement of the Grievance Redress Mechanism (GRM), acting as a focal point for grievances and analyzing trends. Conduct training sessions on social standards and risk mitigation, sharing best practices and documenting lessons learned.

Work Experience

A minimum of two years of professional experience in social risk management, sustainability, or social development with a Master's degree, or four years with a first-level degree. Proficiency in computer and office software is required. Knowledge of environmental safeguards compliance is essential. Experience with the World Bank, UN agencies, NGOs, private sector partners, grant programs, and grievance redress mechanisms is desirable.
