Project Management Support - Senior Officer
Organizational Context
The United Nations Office for Project Services (UNOPS) Global Portfolios Office (GPO) supports partners in delivering sustainable development, climate action, and peacebuilding initiatives worldwide. This role is situated within the UNODC Border Management Branch (BMB) Maritime Team in Dhaka, Bangladesh, operating under the Regional Office for South Asia (ROSA). UNOPS provides operational support to UNODC's mandate, focusing on project management, procurement, and infrastructure services.
Job Purpose
The Project Management Support Senior Officer is responsible for ensuring the effective implementation, coordination, and monitoring of maritime security, border management, law enforcement, and criminal justice programs in Bangladesh. This role provides crucial technical, analytical, and operational support throughout the program lifecycle, from planning to execution and reporting. Key contributions include managing risks, engaging stakeholders, and tracking performance to ensure successful delivery within defined scope, time, cost, and quality parameters. The position plays a vital part in driving efficient program delivery and achieving results aligned with organizational priorities and donor expectations, fostering proactive client focus and effective problem-solving.
Responsibilities
The role involves supporting the development, implementation, monitoring, and evaluation of UNODC's maritime security, law enforcement, and criminal justice projects in Bangladesh, coordinating closely with national counterparts. Responsibilities include reviewing and editing project documents, maintaining communication with donors and UN programs, and collaborating with administrative and finance teams for capacity-building activities. The position supports the design and execution of training programs, workshops, and regional meetings, and may participate in field missions. Monitoring program progress, identifying challenges, and recommending corrective actions are essential. The role also involves providing translation and quality assurance for documents, supporting budget and reporting processes, and facilitating internal and external communication. Establishing and maintaining partnerships with government agencies and stakeholders, and providing logistical support for events are also key duties. Furthermore, the role contributes to policy coordination and evaluation functions by analyzing maritime issues, collecting and presenting data, and preparing managerial products to support program development and resource mobilization.
Work Experience
Required experience includes program administration or coordination in rule of law, criminal justice, maritime law enforcement, or maritime security at the national level. Experience supporting activities related to maritime crime or transnational organized crime, such as capacity-building or technical assistance, is also necessary. Proven experience in planning and coordinating capacity-building activities with government counterparts, and liaising with national authorities and law enforcement agencies is essential. Proficiency in Microsoft 365 is required. Experience with South Asian countries and familiarity with UNODC's mandate are desirable.
