The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Water, Environment and Climate (WEC) portfolio within GPO manages significant funds for climate and environmental initiatives. This role is part of the NDC Partnership Support Unit, jointly hosted by WRI, UNOPS, and UNFCCC, with the consultant contracted through UNOPS.
Job Purpose
The Senior Climate Resilient Urban Development Advisor will provide strategic and technical support to Ethiopia's Ministry of Urban and Infrastructure Development. The role's primary purpose is to mobilize climate finance, develop high-quality investment pipelines for climate-smart urban projects, and strengthen institutional capacity. This involves adapting existing policies and supporting the implementation of climate-resilient urban infrastructure and waste management priorities, directly contributing to Ethiopia's Nationally Determined Contribution (NDC) goals and fostering more livable and sustainable urban environments.
Responsibilities
Key responsibilities include identifying and prioritizing climate-resilient urban investment opportunities, such as green infrastructure and waste management. The role involves preparing high-quality project proposals and investment packages for various financing institutions and developing bankable project documents. A significant focus is on capacity building, assessing institutional gaps, and delivering training to ministry staff and municipalities on climate finance and project development. The advisor will also provide strategic advice on integrating climate resilience into sector policies and planning frameworks, and facilitate coordination among diverse stakeholders, including government bodies, development partners, and financial institutions. Monitoring, reporting, and knowledge management are also crucial components of the role.
Work Experience
A minimum of five years of progressive professional experience in urban climate resilience, climate finance, infrastructure investment planning, or smart/green urban development is required. Proven experience in institutional capacity building and a strong understanding of climate finance architecture are essential. Experience in preparing project proposals and engaging with financing institutions is also necessary.
