The Water, Environment and Climate (WEC) portfolio manages significant funds for environmental and climate initiatives. The NDC Partnership, jointly hosted by WRI, UNOPS, and UNFCCC, connects countries and institutions to drive climate action and achieve the Paris Agreement.
Job Purpose
This role provides strategic and technical expertise to Ethiopia's Ministry of Agriculture to enhance climate finance mobilization and develop robust investment pipelines. The advisor will focus on creating finance-ready project concept notes and proposals, strengthening institutional capacity for fundraising and investment planning, and supporting the implementation of agriculture-related climate priorities aligned with Ethiopia's Nationally Determined Contribution (NDC) and national development plans. The aim is to bridge the gap between policy direction and actionable, fundable projects, thereby advancing food security, resilience, and sustainable natural resource management.
Responsibilities
The Senior Climate-Smart Agriculture Advisor will identify and prioritize climate-smart agriculture investment opportunities, preparing high-quality concept notes and proposals for various climate funds and investors. This includes coordinating bankable project development with detailed analysis, financing plans, and safeguards. The role involves strengthening the Ministry's capacity in investment planning, proposal development, and climate finance strategies through training and mentorship. Additionally, the advisor will improve institutional systems for project development, coordination, and knowledge management, while advising on the integration of climate-smart agriculture into national policies. Stakeholder engagement with government bodies, the private sector, and development partners is crucial for coordination and alignment, particularly with the NDC Partnership.
Work Experience
A minimum of five years of progressive experience in climate-smart agriculture, climate finance, agricultural investment planning, or project preparation is required. Proven experience in developing agricultural investment plans and proposals aligned with national climate strategies (including NDC) is essential. Strong understanding of climate finance architecture and donor requirements is necessary. Expertise in engaging the private sector and experience working within government organizations are desirable.
