Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development and climate action globally. The Water, Environment and Climate (WEC) portfolio within GPO manages significant funds for environmental and climate initiatives. This role operates within the NDC Partnership Support Unit, jointly hosted by UNOPS, WRI, and UNFCCC, focusing on delivering climate action and sustainable development.
Job Purpose
This role provides critical strategic and technical support to Ethiopia's Ministry of Agriculture, focusing on enhancing climate resilience in water resources management. The primary objective is to assist the Ministry in mobilizing climate finance, developing robust investment pipelines, and preparing high-quality project proposals. The position will strengthen institutional capacity for fundraising and project development, ensuring effective implementation of climate priorities outlined in Ethiopia's Nationally Determined Contribution (NDC) and related strategic plans, thereby contributing to national climate resilience and sustainable development goals.
Responsibilities
Key responsibilities include identifying and prioritizing climate-resilient water sector investment opportunities, preparing finance-ready concept notes and project proposals for various climate funds and development partners, and developing bankable project documents. The role involves assessing and strengthening institutional capacity in fundraising and project planning through training and developing practical tools. It also entails providing strategic and technical support for integrated water resources management initiatives and basin programs, ensuring better coordination among stakeholders. Furthermore, the advisor will support the implementation of water-related NDC priorities, integrate climate resilience into sector plans, and improve sector systems for planning, monitoring, and knowledge management.
Work Experience
Requires at least 5 years of progressive experience in climate-resilient water resources management, integrated water resources management, or project preparation and investment planning. Demonstrated experience in strengthening public institutions, fundraising, and stakeholder engagement is essential. Experience in mobilizing climate finance and preparing project proposals for international funds is highly desirable.
