Job Purpose
The Procurement Senior Officer is responsible for developing and implementing strategic procurement services that align with international best practices and UNOPS regulations. This role ensures compliance, manages risks, and achieves the best value for money in acquiring goods, services, and works. The officer analyzes procurement rules, provides expert advice on complex issues, and possesses a deep understanding of procurement policies and processes. Key responsibilities include strategic relationship building, demand management, preparing business cases, understanding supply markets, and sharing knowledge to drive cost reductions and savings. The role emphasizes ethical conduct, a collaborative approach, and a client-focused, results-oriented mindset, working closely with office leadership and project managers.
Responsibilities
Procurement Operations: Execute procurement activities according to UNOPS rules and strategic frameworks, maintaining a client-focused system with effective internal controls. Collaborate with project managers on procurement plans and strategies, supporting all lifecycle phases from planning to contract management. Develop and manage supplier rosters. Procurement Process Management: Prepare and monitor procurement plans, ensuring alignment with project timelines. Review requirements for clarity and suitability. Coordinate solicitation processes (RFQs, ITBs, RFPs), manage bid evaluations, and participate in contract negotiations. Prepare submissions for committees, update supplier information in the ERP system, and monitor contractor performance. Provide advice on procurement issues and draft contracts and purchase orders. E-Procurement Tools: Utilize the e-sourcing module effectively. Knowledge Building: Organize and deliver training on procurement, contribute to knowledge networks, and disseminate best practices.
Work Experience
Requires relevant experience in advising on and implementing complex procurement programs and strategies within international organizations. Proficiency in collaboration and web-based management systems is essential. Experience in multicultural environments, UN system organizations, developing countries, or humanitarian/development contexts is desirable.
