The United Nations Office for Project Services (UNOPS) Europe and Central Asia Regional Office (ECR) manages operations across a vast region, supporting sustainable development in areas like health, education, and rule of law. The South East Europe Multi-Country Office (SEEMCO), based in Belgrade, implements projects and provides technical assistance to governments and international institutions. This role is part of a project funded by Sweden and Switzerland to support North Macedonia's European Union accession process.
Job Purpose
The Integrity and Anti-Corruption Specialist will provide crucial technical expertise to the North Macedonian government and relevant institutions to strengthen anti-corruption policies and improve horizontal coordination within the EU accession process. The role focuses on integrating anti-corruption, integrity, conflict of interest prevention, transparency, and accountability measures into negotiation chapters, strategic documents, and reform actions. By delivering evidence-based analysis, technical input, and fostering inter-institutional coordination, the specialist will enhance the quality and coherence of integrity safeguards, directly contributing to the country's progress in its EU integration efforts and addressing identified challenges in combating corruption.
Responsibilities
The specialist will provide technical advice to coordinate anti-corruption and integrity efforts across EU negotiation chapters and reform areas, facilitating communication between ministries, anti-corruption bodies, and civil society. Key duties include integrating anti-corruption and integrity considerations into negotiation chapters, screening processes, and strategic documents, offering guidance on addressing corruption risks and implementing accountability measures. The role involves preparing analyses and recommendations on good governance and institutional coordination, identifying corruption risks in specific sectors, and developing practical solutions. Additionally, the specialist will conduct capacity-building activities on anti-corruption mainstreaming and risk assessment, provide advisory support to public officials and stakeholders, and facilitate knowledge exchange on best practices with EU member states and regional partners.
Work Experience
A minimum of five years of professional experience in anti-corruption, integrity, rule of law, governance, public administration reform, EU accession, institutional coordination, or policy development is required. Experience working with public institutions or government coordination structures is also necessary. Experience in corruption risk assessment, conflict of interest prevention, or accountability mechanisms is desirable.
