Organizational Context
The United Nations Office for Project Services (UNOPS) Global Portfolios Office (GPO) supports partners in delivering global impact through multi-regional initiatives. The Department of Operational Support (DOS), specifically the Service for Geospatial, Information and Telecommunications Technologies (SGITT) at the UN Global Service Center (UNGSC), provides critical ICT services to field operations and UN clients. This role is based in Valencia, Spain, within the Technology Development Unit.
Job Purpose
This ICT Specialist role is crucial for supporting the operational needs of UN field missions and headquarters by driving technological advancements. The purpose is to initiate and promote innovative technology solutions, integrating military and civilian expertise to enhance the safety, effectiveness, and efficiency of UN peace operations. This involves advising on and implementing cutting-edge technologies, particularly in areas like Intelligence, Surveillance, Reconnaissance (ISR), and Counter UAS, to improve operational performance and capacities. The role also focuses on developing and delivering training, supporting procurement, and fostering a culture of continuous improvement and innovation within the technology landscape.
Responsibilities
The ICT Specialist is responsible for identifying and advising on technology solutions, particularly in Intelligence, Surveillance, Reconnaissance (ISR), Force Protection, and threat mitigation. This includes managing relationships with technical experts and field missions, developing high-quality product design documentation, guidelines, and SOPs for new technologies. The role involves liaising with industry partners and adhering to UN procurement rules to assess and apply modern technologies. Additionally, the specialist will design and deliver comprehensive training materials and programs for field mission personnel on specialized technology solutions, evaluate training effectiveness, and manage documentation and knowledge. A key aspect is contributing to innovation frameworks, best practices, and technology roadmaps, while nurturing a culture conducive to innovation and identifying disruptive threats and opportunities.
Work Experience
Required experience includes leading and managing complex ICT or engineering solutions. A minimum of two years in Intelligence Surveillance & Reconnaissance (ISR) systems, and one year each in Unmanned Air Systems (UAS) and Counter Unmanned Air Systems (C-UAS) are necessary. Desired experience includes extensive ICT Project Management and Request for Proposal (RFP) development, particularly within an operational military or civilian field environment.
