Improvised Explosive Device Disposal Instructor

Organizational Context
The United Nations Office for Project Services (UNOPS) Europe and Central Asia Regional Office (ECR) manages operations across the region, supporting sustainable development goals through project implementation, advisory services, and capacity building. The Ukraine and Eastern Europe Multi-Country Office (UEMCO) specifically addresses urgent humanitarian needs and recovery pathways in Ukraine, Moldova, and Poland, delivering large-scale projects in infrastructure, energy, housing, education, and mine action.
Job Purpose
The Improvised Explosive Device Disposal (IEDD) Instructor is the primary technical expert responsible for developing and delivering critical Training-of-Trainers (ToT) courses in IEDD and Counter-IED (C-IED) to selected partners within Ukraine. This role is crucial for building sustainable national capacity to independently deliver instructor-led and equipment training, thereby enabling partners to train their colleagues effectively. By creating comprehensive, NMAS-compliant training materials and providing technical mentorship, the instructor directly supports Ukraine's efforts to address the extensive explosive ordnance contamination crisis, contributing to enhanced safety and security.
Responsibilities
Develop comprehensive, NMAS-compliant training materials for IEDD and C-IED Training-of-Trainers (ToT) courses, including lesson plans, instructor guides, participant workbooks, and assessment tools. Ensure materials are in English and suitable for translation into Ukrainian, and update them based on feedback and operational changes. Plan and deliver ToT courses, structuring content around Method of Instruction (MoI) covering EOD, HMA, IEDD, and CIED. Ensure graduates can independently deliver training to their colleagues, providing mentoring and co-delivery support where feasible. Maintain accurate records, conduct pre- and post-course assessments, provide feedback, and issue certifications. Coordinate with partners on participant eligibility, schedules, and content requirements, and liaise with the team on logistics and programme changes. Submit written course reports and a final programme report with lessons learned and recommendations.
Work Experience
Required experience includes operational work in IEDD Level 3 and C-IED activities within the last ten years in an IED-threat environment. Demonstrable experience in course development and training delivery in a technical or law enforcement context is essential.
