Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development and climate action globally. The Water, Environment and Climate (WEC) portfolio within GPO manages significant funds for environmental and climate initiatives. This role operates within the NDC Partnership Support Unit, jointly hosted by WRI, UNOPS, and UNFCCC, focusing on delivering climate action and sustainable development.
Job Purpose
This role provides critical strategic and technical support to Ethiopia's Ministry of Agriculture. The primary objective is to enhance the Ministry's capacity to mobilize climate finance, develop robust investment pipelines, and prepare high-quality project concept notes. The advisor will also strengthen institutional capabilities and support the implementation of agriculture-related climate priorities aligned with Ethiopia's Nationally Determined Contribution (NDC) and other national plans, ultimately contributing to climate resilience and sustainable development in the water sector.
Responsibilities
Key responsibilities include identifying and developing finance-ready climate-resilient water sector investment opportunities, preparing high-quality concept notes and project proposals for various climate funds and development partners, and developing bankable project documents. The role also involves assessing and building institutional capacity in fundraising and project development through training and developing practical tools. Strategic and technical support will be provided for integrated water resources management initiatives and basin programs, as well as for the implementation of sector-specific NDC priorities. Additionally, the advisor will support improvements in sector systems for planning, monitoring, and knowledge management, and facilitate coordination among various stakeholders.
Work Experience
A minimum of five years of progressive experience in climate-resilient water resources management, integrated water resources management, project preparation, or investment planning is required. Strong technical knowledge of climate-resilient water management and proven ability to strengthen public institutions through training and tool development are essential. Experience in analysis, report writing, coordination, and stakeholder engagement is also necessary. Experience in mobilizing climate finance and working with Ethiopian institutions is desirable.
