Project Manager (Infrastructure)
Organizational Context
The UNOPS Africa Regional Office oversees over 250 projects across 40 countries, focusing on fragile and conflict-affected settings. The West Africa Multi-Country Office (WAMCO), based in Dakar, Senegal, manages high-quality project management, infrastructure, and procurement services across 16 countries in West Africa and the Sahel. This role supports WAMCO's mission in peacebuilding, humanitarian assistance, and sustainable development through infrastructure projects.
Job Purpose
The Project Manager (Infrastructure) is responsible for the effective delivery and day-to-day management of diverse infrastructure projects, including physical assets and technical outputs. These projects span sectors like education, health, transportation, and renewable energy. The role involves coordinating with donors, partners, and beneficiaries to ensure alignment with contractual commitments and UNOPS standards. The Project Manager acts on behalf of the Project Board to ensure project outputs are delivered within agreed tolerances for time, cost, scope, quality, risk, and benefits, contributing to sustainable development and improved quality of life across the region.
Responsibilities
Key responsibilities include developing and implementing project plans, managing infrastructure designs and reviews, and embedding sustainability dimensions throughout the project lifecycle. The role involves managing the production of outputs, ensuring quality of work packages, and liaising with suppliers for timely delivery. Monitoring project progress, controlling variances, and managing changes are crucial. The Project Manager must identify and mitigate project risks, report potential opportunities, and ensure compliance with UNOPS policies, financial regulations, and local laws. This includes maintaining project documentation, supporting audits, and preparing regular project and financial reports. Stakeholder engagement, quality assurance, knowledge management, and personnel management, including leading and motivating project teams, are also key functions.
Work Experience
Required experience includes implementing and managing infrastructure projects in developing, post-conflict, or emergency contexts, defining technical requirements, and managing project risks in a multi-stakeholder environment. Experience with infrastructure quality assurance methodologies is also necessary. Desired experience includes working in multicultural environments, development/humanitarian contexts, contract management, and FIDIC contracts.
