Project Manager (Infrastructure)

The Surge Mechanism rapidly deploys experienced personnel to reinforce offices during urgent needs, focusing on opportunity shaping, timely project kick-offs, project stabilization, gap filling, and critical response in high-risk or emergency settings.
Job Purpose
The Project Manager (Infrastructure) provides critical technical guidance and project management support to UNOPS country offices globally, primarily through the Surge Mechanism. This role is essential for addressing urgent infrastructure needs, either remotely or in-person, by managing projects of moderate to high complexity throughout their lifecycle. The purpose is to ensure the successful delivery of infrastructure projects, such as in education, health, or transportation, within defined tolerances for time, cost, scope, quality, and risk. The role also contributes to internal capability building during non-assignment periods by developing training and consolidating best practices, thereby strengthening UNOPS' long-term delivery impact and readiness.
Responsibilities
Key responsibilities include developing and implementing project plans, managing the production of outputs, and ensuring quality compliance with project requirements. This involves coordinating design reviews, embedding sustainability dimensions, and liaising with external suppliers for timely delivery. The Project Manager will monitor progress, control variances, manage changes, and advise on risk mitigation strategies to maximize stakeholder benefits. They must ensure adherence to UNOPS policies, financial regulations, and local laws, maintaining project documentation and supporting audits. Effective stakeholder engagement, including developing communication strategies and fostering solid working relationships, is crucial. The role also involves quality assurance of project documents and deliverables, promoting knowledge management through lessons learned and best practices, and leading and motivating project teams while ensuring their safety and security.
Work Experience
Required experience includes implementing and managing infrastructure projects in developing, post-conflict, or emergency contexts, defining technical requirements, managing project risks in multi-stakeholder environments, and understanding infrastructure quality assurance. Desired experience includes working in multicultural or UN environments, development/humanitarian contexts, contract management, procurement strategy development, FIDIC contracts, and health and safety procedures.
