Organizational Context
The Asia Pacific Regional Office (APR) oversees UNOPS operations across 17 countries, focusing on high performance and alignment with organizational goals. The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports operations in 24 countries, implementing initiatives in energy transition, climate change, and sustainable development. UNOPS Philippines, established in 2016, supports sustainable development through procurement, project management, infrastructure, and capacity building.
Job Purpose
The Capacity Building Specialist will design and deliver high-quality ICT capacity-building sessions to enhance the technical and operational competencies of BARMM partner institutions. The role focuses on strengthening their abilities in ICT systems planning, implementation, management, and oversight. The objective is to improve institutional capacities for sustainable, secure, efficient, and accountable ICT operations and to support digital transformation initiatives across BARMM institutions, ensuring alignment with UNOPS standards and government priorities.
Responsibilities
The Capacity Building Specialist will be responsible for developing structured ICT capacity-building modules tailored to BARMM institutions, aligning content with UNOPS standards and operational approaches. This includes creating practical training materials on ICT systems management, digital governance, cybersecurity, data management, and operational sustainability, integrating real-world examples. The role involves leading technical sessions on ICT systems planning, implementation, operations, and oversight, facilitating discussions on governance, administration, risks, and compliance. Additionally, the specialist will provide guidance on strengthening institutional ICT governance, identifying operational gaps, promoting accountability and knowledge management, and supporting the sustainability of implemented ICT systems and digital platforms. The role also includes developing knowledge products, conducting assessments, and preparing reports with recommendations for future capacity development.
Work Experience
Required experience includes ICT systems management, digital transformation initiatives, ICT operations, and systems implementation. Demonstrated experience in facilitating ICT-related workshops and technical sessions is essential. Practical experience in ICT project implementation, systems administration, or operational support is also required, along with experience working with government institutions or development partners. Experience in BARMM or fragile contexts, familiarity with donor-funded projects, and knowledge of UNOPS standards are desirable.
