Job Purpose
The Civil Engineer is responsible for managing and overseeing infrastructure projects executed by implementing partners and contractors. This role coordinates daily design, construction, and procurement activities, ensuring projects are delivered on time, within budget, and to the highest quality standards. The Civil Engineer integrates best practices in technical design and construction management throughout the project lifecycle, adhering strictly to Health, Safety, Social, and Environmental (HSSE) standards and Protection against Sexual Exploitation, Abuse, and Harassment (PSEAH) requirements. The position demands strong technical expertise, proactive resource management, and a commitment to integrity, transparency, and effective stakeholder coordination in all civil engineering activities.
Responsibilities
The Civil Engineer will plan, supervise, and manage civil engineering projects from design to completion, ensuring alignment with project requirements, timelines, and budgets. This includes supporting the Project Manager and technical team in planning and implementing rehabilitation, construction, and infrastructure activities, and assisting in preparing project plans, schedules, and progress reports. The role involves liaising with government authorities and stakeholders to secure permits and maintain working relationships, participating in site meetings and procurement activities. Key duties also include reviewing design documents, technical specifications, Bills of Quantities (BoQ), and cost estimates to ensure compliance with international standards and UNOPS guidelines. The engineer will conduct site inspections and technical evaluations to verify construction quality, monitor contractor performance, and support payment certifications and claims assessment. Ensuring full compliance with HSSE policies, environmental safeguards, and PSEAH standards, while identifying and mitigating related risks, is crucial. Accurate record-keeping, timely reporting, and supporting project closure activities are also essential functions.
Work Experience
A minimum of two years of relevant work experience in civil engineering, structural works, construction technology, or construction supervision and monitoring is required. Experience working in multicultural environments or within UN system organizations in a developing country, as well as experience in development or humanitarian contexts, is desirable.
