Organizational Context
The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on high performance and operational excellence. The South Asia Multi-Country Office (SAMCO) specifically supports six countries, delivering expertise in climate change, WASH, infrastructure, procurement, and human resource management. This role is situated within SAMCO, contributing to its strategic objectives.
Job Purpose
The Infrastructure Advisor is responsible for representing all facets of the infrastructure practice within the South Asia Multi Country Office (SAMCO). This involves providing comprehensive technical guidance and strategic support to ensure the effective development and implementation of infrastructure projects across the region. The role plays a crucial part in upholding UNOPS' standards for quality, safety, and sustainability in all infrastructure-related activities, thereby contributing to the successful delivery of development solutions and strengthening partnerships with national governments and stakeholders.
Responsibilities
Provide expert technical advice and quality assurance for infrastructure projects, including guidance on design, specifications, construction methodologies, and risk management. Support Programme/Project Managers and Team Leaders in project implementation, ensuring adherence to corporate policies and best practices. Advise on design considerations, review requirements, and assist in managing consultants for design and construction services. Contribute to UNOPS' partnership development agenda by representing the organization at forums, reviewing proposals, and supporting new initiatives with a focus on quality control and cost implications. Lead knowledge sharing by disseminating best practices, capturing case studies, and contributing to the development of guidance materials and tools. Conduct site visits to assess quality and progress, and advise on operational issues.
Work Experience
A minimum of 10 years of progressive work experience in Senior Engineering, Architecture, or Construction Management roles, with at least 7 years in senior management. Experience working in Asian countries within an international development environment is required. Experience in multicultural or UN system environments in developing countries is desirable.
