Job Purpose
The Senior Project Manager (Transactional) is responsible for the effective delivery and daily oversight of projects providing transactional services such as HR, procurement, or grants to UNOPS partners. This role serves as the primary point of contact for coordination with donors, partners, and beneficiaries, ensuring strict adherence to contractual obligations and UNOPS performance standards. Acting on behalf of the Project Board, the Senior Project Manager is accountable for ensuring that all project outputs are delivered within the agreed tolerances for time, cost, scope, quality, risk, and benefits, thereby maximizing the value and impact of UNOPS's transactional service delivery.
Responsibilities
The Senior Project Manager will manage project delivery and performance by developing and implementing project plans, ensuring outputs meet quality standards, and controlling variances. This includes embedding sustainability dimensions, managing external suppliers, and mitigating project risks. Procedural compliance involves adhering to UNOPS policies, financial regulations, and local laws, maintaining documentation, and supporting audits. Monitoring and reporting require establishing results frameworks, preparing regular project and financial reports, and ensuring team members track milestones. Stakeholder engagement involves developing strategies, building relationships with the project board and clients, and managing communication effectively. Quality assurance includes coordinating reviews and providing quality control for management outputs. Personnel management involves structuring teams, providing guidance, motivating staff, and ensuring fair performance reviews and recruitment practices.
Work Experience
Required experience includes project management in HR services, financial management, grants management, or procurement, along with project coordination and operations management. Knowledge of quality standards and assurance methodologies is also required. Experience in multicultural environments, UN system organizations, or developing countries is desirable.
