Organizational Context
The UNOPS Africa Regional Office oversees over 250 projects in 40 countries, focusing on fragile and conflict-affected settings. It supports national priorities through initiatives in Climate Action, Health, Infrastructure, Peace and Security, and more. The Central Africa Multi-Country Office (CAMCO), based in Kinshasa, partners with governments and organizations across 15 nations, providing fund management, technical assistance, and capacity-building in critical sectors like infrastructure and health.
Job Purpose
The Senior Project Manager (Infrastructure) is responsible for the effective delivery and day-to-day management of infrastructure projects, encompassing physical asset construction and technical outputs across sectors such as education, health, transportation, and port infrastructure. This role serves as the primary point of contact for coordination with donors, partners, and beneficiaries, ensuring strict adherence to contractual obligations and UNOPS performance standards. Acting on behalf of the Project Board, the Senior Project Manager is accountable for delivering project outputs within agreed tolerances for time, cost, scope, quality, risk, and benefits, thereby contributing to the successful realization of project objectives and organizational goals.
Responsibilities
Key responsibilities include developing and implementing comprehensive project plans, managing project execution within defined tolerances, and ensuring the production of required outputs. This involves overseeing infrastructure designs, coordinating design reviews, and embedding sustainability dimensions (social, gender, environmental, economic) throughout the project lifecycle. The role requires diligent monitoring of project progress, controlling variances, managing changes, and proactively identifying and mitigating project risks to maximize stakeholder benefits. Compliance with UNOPS policies, standards, and financial regulations is essential, as is maintaining accurate project documentation and supporting audit activities. Effective stakeholder engagement, including developing engagement strategies and fostering strong working relationships, is crucial. The Senior Project Manager will also ensure quality assurance of deliverables, manage project teams, and promote knowledge sharing and continuous improvement within the project management community.
Work Experience
Required experience includes implementing and managing infrastructure projects in developing, post-conflict, or emergency contexts, defining technical and design requirements, and managing project risks in multi-stakeholder environments. Knowledge of infrastructure quality assurance methodologies is also necessary. Experience in multicultural settings, UN system organizations, development/humanitarian contexts, contract management, and FIDIC contracts is desirable.
