The Vriddhi programme in Sri Lanka aims to strengthen civil society for inclusive governance and human rights.
Job Purpose
The Programme Management Officer - Grants will ensure compliance with UNOPS grants policies, administrative instructions, processes, and procedures under the supervision of the Project Manager. This role is crucial for the effective execution of the Vriddhi programme's grants pillar, supporting civil society organizations in Sri Lanka. The incumbent must demonstrate high integrity, confidentiality, and the ability to engage effectively with partners and grantees, contributing to the programme's goals of strengthening civil society for inclusive governance, human rights protection, and peaceful conflict resolution.
Responsibilities
The role provides operational support for all grants management processes, including drafting specifications, launching calls for applications, and evaluating proposals. Responsibilities include shortlisting applicants based on technical and feasibility assessments, preparing necessary documentation, and monitoring grantee performance. The officer will support the Project Manager in reviewing grantee narrative and financial reports, and assist in financial monitoring, budget analysis, and planning. Additionally, the role involves developing and maintaining the M&E framework for small grants, conducting progress reviews, compiling results for reporting, and ensuring regular updates to the Grant Management System. General support includes team collaboration, responding to queries, drafting informational materials, and identifying risks and lessons learned.
Work Experience
A minimum of two years of experience in project support, operations support, and grant management is required. Desired experience includes working with civil society, the development/humanitarian sector, UN/donor agencies, conducting financial/budget analysis, project support functions (finance, HR, procurement), and proficiency with office applications.
