The United Nations Office of Counter Terrorism (UNOCT) works to provide leadership, enhance coordination, and strengthen capacity-building for counter-terrorism efforts across the UN system. It focuses on implementing the UN Global Counter-Terrorism Strategy and promoting visibility and resource mobilization for these critical initiatives, ensuring due priority is given to counterterrorism and preventing violent extremism.
Job Purpose
The Project Management Office (PMO) Specialist will provide expert technical and programmatic support for initiatives focused on digital harms and emerging technologies within the context of preventing and countering violent extremism (PCVE). This role involves designing and implementing research, policy development, and capacity-building activities. Key areas of focus include Artificial Intelligence (AI), gaming ecosystems, and online platforms, analyzing their opportunities, risks, and challenges. The specialist will ensure all outputs are methodologically sound, operationally relevant, and aligned with international human rights standards and UNOCT priorities, promoting responsible and rights-based approaches to digital threats.
Responsibilities
The role involves providing technical input for the design and implementation of PCVE activities related to digital harms and emerging technologies, ensuring alignment with project objectives and UNOCT priorities. This includes developing research frameworks and methodologies to assess risks and implications of AI and other emerging technologies. The specialist will design and deliver capacity-building initiatives, technical briefings, and learning programs for Member States and practitioners. Responsibilities also include stakeholder mapping across various sectors, designing and implementing research and technical assessments, and providing advisory support for policy recommendations and knowledge products. Facilitating coordination with diverse stakeholders, conducting qualitative and quantitative data analysis, producing high-quality analytical outputs, and ensuring all deliverables meet rigorous standards of analytical rigor and policy relevance are key functions.
Work Experience
Progressively responsible experience in preventing and countering violent extremism (PCVE), counter-terrorism, digital harms, trust & safety, or emerging technologies is required. Experience in research design, analysis, and producing policy-relevant knowledge products is essential. Familiarity with AI, gaming ecosystems, digital platforms, or other emerging technologies, and experience supporting technical assistance, policy development, or capacity-building initiatives are also required.
