Project Management Support - Analyst
Organizational Context

The Southern Cone Multi-Country Office in Brazil supports national priorities in Argentina, Paraguay, and Uruguay, with a focus on infrastructure and public procurement. This role supports the National Fund for Educational Development (FNDE) in Brazil, aiming to improve public basic education infrastructure.
Job Purpose
This role supports UNOPS' technical cooperation project in Brazil, focused on strengthening the management of educational infrastructure for traditional communities. The Project Management Support - Analyst will assist the National Works Specialist and Coordinating Engineer in achieving Result 2, specifically by analyzing and evaluating infrastructure works budgets for schools undergoing completion. The objective is to ensure the effective finalization of these projects, contributing to improved educational facilities for Indigenous and Quilombola communities and enhancing the overall management of the Articulated Actions Plan (PAR).
Responsibilities
The Project Management Support - Analyst will participate in technical and management meetings, reporting on diagnostic activities. Responsibilities include supporting the preparation of terms of reference for project and works bidding, and reviewing infrastructure projects. The role involves preparing and analyzing quantity spreadsheets and budgetary spreadsheets, including cost compositions, BDI calculations, and market research for unit costs. Analysis of economic feasibility for engineering works, formulation of budgetary and financial monitoring guidelines, and providing technical guidance to designers are key duties. The analyst will also structure and review technical documents, control product development, present consolidated products, and evaluate stakeholder contributions. Reporting on progress, participating in site visits, and supporting the operational team in bidding and contracting are also required.
Work Experience
Two years of progressive experience in preparing infrastructure works budgets is required, with at least one year focused on public works or projects utilizing public funds. Proficiency in Microsoft Office Suite and Google Workspace is necessary, along with advanced knowledge of specific software like Autocad, Volare, Compor 90, PERT-CPM, or Gantt. Experience with school construction budgets or public sector projects is desirable.
