Organizational Context
The UNOPS Global Portfolios Office (GPO), with hubs in New York, Geneva, and Vienna, leads multi-regional initiatives supporting sustainable development, climate action, and peacebuilding. The New York Portfolios Office (NYPO) specifically manages UNOPS' New York-based portfolios, including the Peace and Security Cluster (PSC), which focuses on explosive threat management and supports UNMAS.
Job Purpose
The Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) Advisor provides crucial technical expertise, capacity building, and operational guidance to enhance and implement effective EORE and VA programming. This role is vital for mitigating the risks associated with explosive ordnance and supporting survivors, aligning with UNMAS's mission to eliminate the threat of landmines and explosive remnants of war. The advisor will contribute to creating safer environments conducive to development and ensuring the full integration of mine survivors into their societies.
Responsibilities
The advisor will provide technical guidance on EORE and VA matters, conducting research and consultations to gather relevant data. They will offer capacity enhancement opportunities to national staff, partners, and government actors, including delivering specific training and quality assurance. Responsibilities include leading the development of age and gender-sensitive EORE materials and advocating for EORE/VA initiatives in relevant forums. Operationally, the advisor will direct and implement strategic EORE and VA direction, foster partnerships with humanitarian actors, and coordinate closely with national authorities. They will also develop Calls for Proposals and Statements of Work for EORE and VA activities, oversee grant and contract execution, and ensure compliance with UNOPS policies and donor agreements. Maintaining up-to-date statistics on achievements and contributing to reports are also key duties.
Work Experience
A minimum of 7 years of experience in project management is required. Relevant experience includes Explosive Ordnance Risk Education programming in conflict settings and designing/delivering Victim Assistance programming. Experience in humanitarian operations in conflict settings, mine action, grant management, and workshop facilitation is desired.
