Organizational Context

The Syria Programme, active since 2015, collaborates with cities and communities to rebuild urban resilience and recover cities through data analysis, recovery planning, and infrastructure rehabilitation. Job Purpose
The Project Manager provides strategic and operational leadership throughout the project lifecycle, ensuring effective, results-based delivery. This role focuses on overseeing planning, implementation, monitoring, risk management, quality assurance, stakeholder engagement, and reporting for assigned projects. The incumbent works under the guidance of the Deputy Head of UN-Habitat Syria Programme and the daily supervision of the Head of Unit, ensuring projects align with UN-Habitat policies, donor requirements, and approved objectives, contributing to the overall mission of urban recovery and resilience in Syria.
Responsibilities
The Project Manager leads the planning, implementation, and monitoring of projects, ensuring timely delivery within budget and quality standards. This includes developing workplans, managing procurement, and identifying/resolving implementation bottlenecks. The role involves financial oversight, including budget planning, expenditure tracking, and reporting, in coordination with operations and finance teams. Strengthening project management systems, ensuring donor compliance, and accurate reporting are key. The Project Manager also oversees monitoring and evaluation, ensuring adherence to quality standards and safeguards, and supports project evaluations and audits. Crucially, the role involves leading coordination with implementing partners, UN agencies, donors, and government counterparts to ensure strategic alignment and effective collaboration.
Work Experience
A minimum of 7 years of progressively responsible experience in project or programme management, preferably with international organizations, is required. Experience managing donor-funded programmes, including work-planning, budgeting, procurement oversight, and reporting, is highly desirable. Familiarity with financial management, monitoring and evaluation, and UN/donor regulations is strongly preferred.
