Job Purpose

The Procurement Associate (Medicines and Medical Supplies) role requires a deep understanding of procurement policies and processes to effectively manage complex acquisitions of medicines and medical supplies. The associate must apply these policies appropriately, ensuring full compliance with UNOPS regulations, guidelines, and reporting procedures. Upholding the highest ethical standards, the role promotes a collaborative, client-centered, quality-driven, and results-oriented approach. Successful execution of responsibilities directly impacts project efficiency and timely implementation of programs, enhancing UNOPS's reputation as a reliable partner in sustainable development and project services in Honduras.

Responsibilities

Manage tender and procurement processes for medicines and other health products, providing support and follow-up on contract management, including supplier monitoring and market intelligence. Assist in information management, including data analysis and reporting. Participate in the analysis and review of technical specifications for medical items, ensuring suitability and proposing improvements. Support the preparation of tender documents (RFP, RFQ, ITB) and review bidding documents for quality assurance. Collaborate in planning and defining procurement strategies. Review technical evaluations objectively and independently, adhering to ethical standards and UNOPS procedures. Assist in drafting clarification requests for technical offers and researching prices for medicines and medical supplies from various sources to support price reasonableness analysis. Document lessons learned from evaluation processes and participate in informative and coordination meetings. Support the review of purchase requirements, monitor procurement processes, and ensure consistency in purchase orders. Analyze and develop alternative sourcing strategies for unavailable products. Manage and follow up on technical amendments and update information for Long-Term Agreements (LTAS). Support interaction with national regulatory entities and market studies.

Work Experience

A minimum of 2 to 6 years of experience is required, depending on academic credentials. Experience should be in the procurement of medicines or health supplies (e.g., surgical materials, dressings, medical devices, lab reagents) within quality assurance, regulatory affairs, or procurement activities. Experience in public sector or social security procurement and in tender processes is desirable. Proficiency with computers and office software suites is also preferred.
