The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The One Grant Management system (OneGMS) Unit, within the Grant Oversight Section, develops and maintains a unified grant-management platform for humanitarian financing. This role supports OCHA's OneGMS, enhancing digital systems and operational efficiency for pooled funds.

Job Purpose

The ICT Specialist - Systems Support will maintain and enhance OCHA's One Grant Management system (OneGMS) and its visualization services. This role is crucial for designing, building, and maintaining secure, data-driven web applications and APIs that power analytics dashboards and operational tools for humanitarian projects. The incumbent will contribute to the end-to-end delivery of backend services, data integration, and visualization layers, ensuring the performance, security, and reliability of these critical systems at scale. The position directly supports the efficient and transparent management of humanitarian financing, enabling better decision-making for all stakeholders involved.

Responsibilities

The ICT Specialist - Systems Support will provide direct assistance to the OneGMS team by gathering, documenting, and translating data integration and visualization requirements into .NET application components. This includes coordinating the preparation and updating of technical documentation, such as ERDs, sequence diagrams, and API specifications. The role involves developing and maintaining RESTful Web APIs using ASP.NET MVC with C# and Entity Framework, and implementing SQL Server database schemas and queries for efficient data handling. Additionally, the incumbent will develop responsive web UI components using ASP.NET and modern frontend frameworks, and coordinate the implementation of dynamic refresh functionalities for dashboards and interactive user interface elements.

Work Experience

Required experience includes building production web applications with ASP.NET, MVC, or C#, and a minimum of two years developing data-driven dashboards or interactive reporting within a .NET web application. Desirable experience includes REST API design, Entity Framework, SQL Server, data modeling, integrating multiple data sources, and translating complex data needs into maintainable solutions.
