Job Purpose
The Programme Management Advisor will lead strategic engagement with government counterparts and key public institutions in Senegal to effectively position and implement the SHF programme. This involves building trust, strengthening coordination, and supporting policy and institutional processes to create an enabling environment for programme delivery, reform, and investment. The role is crucial for advancing SHF's mission by fostering collaboration and facilitating the integration of sanitation and menstrual health priorities into national strategies and investment plans, ultimately contributing to improved public health and well-being.
Responsibilities
The role involves strategic engagement, coordination, and representation with senior decision-makers, government counterparts, development partners, and other stakeholders to advance reform, collaboration, and investment in sanitation and menstrual health. Key duties include developing policy briefs and providing technical assistance to integrate menstrual health and sanitation priorities into national and sub-national investment plans. The advisor will lead stakeholder forums, manage partnerships with government agencies, development partners, private sector entities, and civil society, and support resource mobilization efforts through proposal development. Additionally, the role requires supporting the monitoring and evaluation framework, conducting field visits, and preparing progress reports to ensure accountability and track programme impact.
Work Experience
A minimum of seven years of relevant experience is required in programme management, government engagement, partnership development, strategic policy advisory, and institutional processes within the sanitation, menstrual health, or WASH sectors. Demonstrated experience engaging with government counterparts and development partners in Senegal is essential. Knowledge of the local SME environment and financial actors is desirable.
