Job Purpose
The IPSAS Specialist is responsible for ensuring efficient and accurate financial reporting in compliance with accounting standards, particularly IPSAS. This role supports the preparation of financial statements and provides expert analysis and interpretation of financial rules, regulations, and accounting standards. The specialist addresses complex financial issues, including those related to financial investments, and ensures that financial policies are thoroughly researched, documented, and compliant, thereby contributing to the overall credibility and effective resource management of UNOPS.
Responsibilities
Develop and maintain financial reporting standards compliant with IPSAS. Support the creation of IPSAS-compliant financial statements and management reports. Implement new IPSAS standards and updates, assessing their impact on business processes and ERP systems. Coordinate comments on IPSAS exposure drafts and review existing processes for compliance. Liaise with external auditors on accounting and reporting queries. Update policy documents on financial reporting and corporate financial investments. Monitor transactions and account balances for compliance. Review financial instrument agreements and devise accounting treatments. Provide specialist support for derivatives valuation, hedge accounting, and impairment models. Proactively identify data quality issues and develop action plans for process improvement and control establishment. Contribute to a strong control environment for financial reporting. Develop and deliver training materials and guidance on IPSAS standards, and act as a subject matter expert.
Work Experience
Requires working experience in an international environment focusing on financial reporting, audit, and accounting. A thorough understanding of IPSAS or IFRS and demonstrated experience in interpreting international accounting standards and preparing financial statements are essential. Experience with financial instruments and their practical application is a strong asset.
