Organizational Context
The United Nations Office for Project Services (UNOPS) is an operational arm of the UN, supporting partners in peace, humanitarian, and development projects. This role is based in Kinshasa, DRC, under the Multi-Country Office for Central Africa (CAMCO). The project office collaborates with international partners, UN agencies, and governments, focusing on infrastructure, health, education, governance, and environmental sectors.
Job Purpose
The Project Manager is responsible for overseeing projects with various components, ensuring alignment with UNOPS standards and partner requirements. This involves formulating implementation plans based on project initiation documents and formal agreements. A key aspect of the role is mastering contractual conditions and stakeholder roles to guarantee that project deliverables meet the strategic objectives of UNOPS and its partners. The position contributes to the successful execution of peace, humanitarian, and development initiatives by ensuring effective project management, adherence to quality standards, and timely delivery of results.
Responsibilities
Key responsibilities include project delivery and performance, ensuring adherence to quality standards, and managing project timelines and resources. This involves developing and updating implementation plans, integrating sustainability dimensions, and managing the production of required results. The role requires planning and implementing Monitoring & Evaluation, liaising with external suppliers, and managing contract tasks, including supplier performance evaluation. Procedural compliance involves adhering to organizational policies, preparing relevant plans, managing reporting obligations, and drafting procurement requirements. Financial management includes managing budgets, cash flows, and expenditures against budgets, ensuring timely payments, and supporting project audit activities. Monitoring and reporting involve preparing regular project and financial reports, assessing performance criteria, and maintaining project logs. Quality assurance includes coordinating quality reviews of project documents and deliverables, and ensuring quality control of management outputs. Knowledge management involves encouraging capacity-building activities, sharing lessons learned, and contributing to policy feedback for continuous improvement.
Work Experience
Four years of relevant experience in project management, with a focus on infrastructure (design and supervision), is mandatory. Experience in the Democratic Republic of Congo, particularly with national institutions and development programs in environmental, infrastructure, and agricultural sectors, is required. Experience working in multicultural environments or within UN system organizations in a developing country is desirable.
