Organizational Context
The Partnerships and Futures Group (PFG) at UNOPS strengthens and expands partnerships, builds knowledge, and fosters innovation and foresight. It operates across various partner segments, including UN agencies, governments, and the private sector, to accelerate progress toward SDGs. PFG collaborates with HQ and geographic offices to align partner engagement with UNOPS strategic priorities, enhancing its positioning and visibility.
Job Purpose
The Partnerships Specialist (Policy and Quality) is responsible for developing and managing UNOPS' partnership policy and technical quality standards. This role ensures that partner leadership and engagement activities are aligned with UNOPS' policy and legislative framework. The specialist advises on partnership agreements, monitors quality standards for partner-related products, and provides capacity development to personnel. By strengthening policy frameworks and quality standards, the role directly contributes to UNOPS' ambitions to scale up and accelerate delivery for greater impact, working closely with key partners and internal stakeholders.
Responsibilities
Manage and update UNOPS policies, guidance, and processes for partnership agreements and modalities, ensuring alignment with the legislative framework and continuous improvement. Advise UNOPS offices on establishing complex partnership agreements and serve as a focal point for guidance on agreements, due diligence, and contract modalities. Monitor existing global agreements and manage knowledge products related to partnership policy. Set and monitor technical quality standards for partner leadership and engagement, including for proposals and concept notes. Provide capacity development, training, and support to personnel on partnership policy and quality standards. Contribute to knowledge networks by sharing best practices and lessons learned.
Work Experience
Requires progressive experience in partnership development, policy development, or quality assurance within international organizations. Proven experience in managing policies and guidance related to partnership agreements is essential. Experience advising senior stakeholders on complex agreements and setting/monitoring quality standards is also required. Experience in multicultural environments is necessary; experience in development/humanitarian contexts or UN system organizations is desirable.
