Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. This role is part of the GPO, specifically supporting the UN High Commissioner for Human Rights (OHCHR) Innovation and Analytics Hub (IAH) in Luxembourg. The incumbent will be a UNOPS personnel, working on initiatives to enhance innovation, data, and digital solutions within OHCHR.
Job Purpose
The Project Manager (Implementation) is accountable for the end-to-end planning, execution, and closure of projects, ensuring alignment with partner objectives and UNOPS standards. This role involves overseeing project delivery within agreed tolerances for time, cost, scope, quality, risk, and benefits. The Project Manager must effectively manage stakeholder expectations, coordinate with donors and partners, and ensure all project activities and outputs meet contractual commitments and performance standards. The position requires a deep understanding of project management principles to drive successful project outcomes and contribute to the achievement of strategic goals.
Responsibilities
The Project Manager is responsible for comprehensive project delivery, including developing and implementing project plans, managing work packages, and ensuring quality of deliverables. This involves monitoring progress, controlling variances, and managing changes to keep projects on track. The role requires proactive risk identification and mitigation, advising senior management and project boards accordingly. Compliance with UNOPS policies, financial regulations, and local laws is essential. The Project Manager will also oversee monitoring and reporting, establishing results frameworks and M&E plans, and preparing regular project and financial reports. Stakeholder engagement is critical, requiring the development of engagement strategies and fostering strong relationships with all parties. Additionally, the role involves ensuring quality assurance, promoting knowledge management and innovation within the team, and effectively managing project personnel, including recruitment, performance management, and fostering a safe and inclusive work environment.
Work Experience
Requires relevant experience in implementing complex projects, project planning, implementation, and control, including communication and reporting. Experience in coordinating multi-partner activities (public institutions, international organizations, academia, private sector) and managing project risks in a multi-stakeholder context is essential. Experience in multicultural environments or UN organizations, supporting academic collaborations, or working on innovation/digital programs is desirable.
