Construction Engineering Technician - Senior Analyst

Job Purpose
The Construction Engineering Technician - Senior Analyst plays a crucial role in the planning, control, and monitoring of infrastructure construction and rehabilitation projects. Collaborating closely with the Project Manager, this role provides technical expertise in design, construction supervision, quality control, contract management, and project execution. The position ensures adherence to timelines, budgets, quality standards, safety, and environmental requirements, thereby contributing significantly to the effective delivery of projects and the achievement of organizational objectives. This role is vital for ensuring projects meet their intended outcomes and enhance UNOPS' reputation for quality project management.
Responsibilities
The role involves analyzing and understanding building designs, assisting the Project Manager with preliminary client and funder missions, and ensuring cross-cutting issues like gender and environment are integrated. Responsibilities include managing building design plans, preparing final design documentation, and providing technical support for procurement processes. In construction supervision, the technician will oversee building work execution, manage contractor teams, prepare daily, weekly, and monthly progress reports, and manage provisional and final work acceptances. They will also resolve contractor issues related to quality and deadlines, verify material quality, define and control required tests, and manage works stage-by-stage. The role requires ensuring work conformity to technical specifications, assisting in general construction management for timely and budget-compliant completion, and preparing project-related documentation. Knowledge management includes training national staff and contractors on best practices and contributing to lessons learned. HSSE management involves ensuring compliance with UNOPS procedures and national regulations, monitoring contractor HSSE plans, identifying and mitigating risks, conducting site inspections, and promoting a safety culture.
Work Experience
A minimum of four years of experience in the control and monitoring of construction and/or rehabilitation projects for buildings and/or infrastructure is required. Knowledge of building design, dimensioning, and calculation is also necessary. Relevant experience in preparing progress reports, meeting minutes, site instructions, and technical documents for construction projects across all phases is desirable.
