Organizational Context
UNOPS, through its Africa Regional Bureau and the Central Africa Multi-Country Office (CAMCO), supports African governments and UN partners in infrastructure, procurement, and project management. CAMCO, based in Yaoundé, Cameroon, oversees operations in 11 countries, managing a $600 million portfolio with a focus on infrastructure, fund management, HR, and procurement services. The office provides technical assistance and capacity building in key development sectors.
Job Purpose
The Expert Pharmacien will provide remote, on-demand technical support to UNOPS CAMCO teams involved in health projects and pharmaceutical procurement. This role is crucial for ensuring the proper selection of pharmaceutical products, adherence to technical specifications, appropriate storage conditions, and compliance with quality and regulatory requirements. The expert will advise on essential medicines, health products, medical supplies, cold chain management, warehousing, distribution, quality assurance, and supply chain strengthening, directly contributing to the effectiveness and sustainability of health system strengthening projects in the region.
Responsibilities
The Expert Pharmacien will provide technical guidance on pharmaceutical products and supply chains, advising project teams on product selection, quality requirements, storage and distribution conditions, shelf life, regulatory aspects, and supply chain risks. Responsibilities include preparing and revising technical specifications and terms of reference for pharmaceuticals, health products, storage equipment, cold chain systems, quality assurance services, warehouse assessments, distribution services, and pharmaceutical supply chain studies. Additionally, the role involves supporting procurement processes, technical evaluations of pharmaceutical bids, reviewing product documentation, verifying quality compliance, analyzing technical submissions, and participating in quality assurance processes, as well as contributing to project proposals and technical documents.
Work Experience
A minimum of 7 years of relevant experience with a Bachelor's degree, or 5 years with a Master's degree, is required in pharmaceutical procurement, supply chains, quality assurance, regulatory compliance, public health programs, or donor-funded health projects. Experience in preparing procurement documents is also necessary. Desired experience includes international drug procurement, working with national regulatory authorities, cold chain management, storage and distribution, and projects funded by international donors or UN organizations.
