Organizational Context
The United Nations Office for Project Services (UNOPS) supports partners in peace, humanitarian, and development projects. The UNOPS Multi-Country Office for Central Africa (CAMCO), based in Yaoundé, Cameroon, oversees operations in 11 countries, managing a $600 million portfolio with a focus on infrastructure, fund management, HR, and procurement. The Kinshasa Project Office, under CAMCO, supports four countries, providing technical assistance in health, education, public works, governance, and environmental sustainability.
Job Purpose
The Veterinary Expert will provide remote, on-demand technical support to UNOPS CAMCO teams, focusing on animal health and livestock development projects. The role involves advising on the design and implementation of veterinary activities, ensuring the safety, efficacy, and local relevance of products and services. Key areas of intervention include livestock health, veterinary medicines and vaccines, epidemiological surveillance, laboratory services, biosecurity, animal production systems, and One Health initiatives. This expertise is crucial for ensuring quality assurance, managing risks, and supporting procurement processes related to veterinary components.
Responsibilities
The Veterinary Expert will provide technical guidance on animal health and veterinary services, advising project teams on interventions, livestock systems, disease prevention, surveillance, and biosecurity. A key responsibility is preparing and reviewing technical specifications and terms of reference for veterinary medicines, vaccines, cold chain equipment, laboratory materials, and livestock equipment. The role also involves supporting procurement processes by conducting technical evaluations of veterinary products and services, reviewing supplier documents, and analyzing technical compliance. Furthermore, the expert will contribute to project design, donor proposals, and technical reports related to animal health and livestock development.
Work Experience
A minimum of 7 years of relevant professional experience (with a Bachelor's) or 5 years (with a Master's) in animal health, veterinary services, livestock development, disease surveillance, vaccination campaigns, veterinary medicines, laboratory services, or One Health programs is required. Five years of experience in preparing documents for procurement processes is also mandatory. Experience with public veterinary systems, donor-funded projects, and working in Central Africa or complex environments is desirable.
