Organizational Context
The UNOPS Multi-Country Office for Central Africa (CAMCO), based in Yaoundé, Cameroon, supports 11 countries in the region. It focuses on infrastructure, fund management, HR, and procurement services, partnering with international stakeholders and UN entities. The office provides technical assistance and capacity building in key development sectors, including health, education, public works, governance, and environmental sustainability.
Job Purpose
The Expert in Fisheries, Aquaculture, and Fish Farming will provide remote, on-demand technical support to UNOPS CAMCO teams. This role involves advising on activity design, implementation, procurement requirements, technical evaluations, quality assurance, risk management, and the sustainability of interventions in fisheries and aquaculture. The expert will contribute to projects related to fish value chains, artisanal fishing, fish production, food security, fish processing, cold chain management, sustainable aquatic resource management, and the acquisition of specialized goods, services, equipment, and infrastructure within these sectors.
Responsibilities
Provide technical advice on fishing, safety, handling, conservation, and processing equipment, as well as aquaculture equipment like cages, tanks, pumps, and aerators. Advise on the quality of fish feed, fry, and aquaculture inputs, identifying risks related to quality, storage, transport, maintenance, biosecurity, and cold chain. Adapt equipment to beneficiary capacities and local conditions. Prepare and revise technical specifications and Terms of Reference (TOR) for fishing equipment, processing tools, aquaculture gear, fish feed, fry, inputs, and training/extension services. Support procurement processes by contributing to market analysis, planning, and the preparation of technical evaluation criteria. Review offers, technical sheets, and compliance documents, analyzing nutritional data, quality certificates, and fry-related documents. Formulate technical recommendations for procurement processes and contribute to acceptance criteria, checklists, and technical reports.
Work Experience
A minimum of 7 years of relevant professional experience with a Bachelor's degree, or 5 years with a Master's degree, in fisheries, aquaculture, fish farming, or related value chains is mandatory. Five years of experience in preparing or revising procurement-related documents is also required. Desirable experience includes work with fishing/aquaculture equipment, fish feed, water quality, cold chain, or fish processing, as well as experience in preparing technical specifications, TORs, and market analyses. Experience with international donors or UN organizations is highly desirable, as is experience in Central Africa or complex logistical contexts.
