Organizational Context
UNOPS operates in Africa, supporting governments with infrastructure, procurement, and project management to advance Sustainable Development Goals. The Multi-Country Office for Central Africa (CAMCO), based in Yaoundé, oversees operations in 11 countries, managing a significant project portfolio with a focus on infrastructure, fund management, HR, and procurement services. The Kinshasa Project Office, under CAMCO, supports four countries.
Job Purpose
The Agriculture Expert (Retainer) will provide remote, on-demand technical support to UNOPS CAMCO teams for projects funded by the African Development Bank, World Bank, and other partners. The role involves advising on agricultural production, food security, value chains, inputs, irrigation, storage, agro-processing, and extension services. The expert will ensure that agricultural activities are technically sound, contextually appropriate, sustainable, and aligned with beneficiary needs. This includes assisting project and procurement teams in translating agricultural objectives into clear, realistic technical requirements and best practices.
Responsibilities
The Agriculture Expert will provide technical guidance on the feasibility, risks, sequencing, and sustainability of agricultural activities, reviewing work plans and technical reports. They will prepare and revise technical specifications and terms of reference for agricultural goods, services, and works, including seeds, fertilizers, tools, irrigation kits, and processing equipment. Additionally, the expert will support the procurement cycle by assisting with market analysis, developing technical evaluation criteria, responding to clarifications, and reviewing offers. Contributions to project concept notes, proposals, budgets, and technical documents for donors are also expected.
Work Experience
A minimum of 7 years of relevant experience with a Bachelor's degree, or 5 years with a Master's degree, is required in areas such as agricultural development, value chains, food security, inputs, irrigation, post-harvest systems, or donor-funded agricultural projects. Five years of experience in preparing procurement documents is also mandatory. Experience with international donors, multilateral banks, UN organizations, or in Central Africa/DRC is desirable.
