Organizational Context
The UNOPS Asia Pacific Regional Office oversees operations in 17 countries, including Afghanistan, where the Country Office (AFCO) focuses on humanitarian response and basic human needs. AFCO manages cash-for-work programs, procures emergency supplies, and provides inter-agency coordination. This internal role supports AFCO's critical ICT infrastructure and services within this regional context.
Job Purpose
The Information Communication Technology (ICT) Associate plays a pivotal role in ensuring the secure, effective, and client-focused delivery of ICT services, strictly adhering to UNOPS rules and frameworks. This position is instrumental in supporting the implementation of ICT strategies, overseeing critical infrastructure and systems management to significantly enhance overall service quality, operational reliability, and user satisfaction across the organization. The incumbent provides essential technical guidance and expertise, contributing to robust network and systems administration, proactive business continuity planning, and the effective supervision of ICT personnel. Furthermore, the role involves crucial coordination with UNOPS Headquarters and other United Nations entities, ensuring seamless integration, information exchange, and alignment of ICT operations. By maintaining a stable and responsive ICT environment, the Associate directly supports UNOPS's operational efficiency and its capacity to deliver on its humanitarian and development mandates in challenging contexts.
Responsibilities
The ICT Associate is responsible for implementing ICT and operational strategies in compliance with UNOPS rules, providing fast, friendly, and effective user support. This includes advising on IT and systems planning, contributing to ICT standards, and maintaining a comprehensive inventory of all computer, audio-visual, and software assets. The role ensures the effective functioning of all UNOPS hardware, supports the acquisition of supplies and software, and oversees assigned information and communication services and projects. The Associate provides effective advice on ICT-related project implementation, hardware/software procurement, and supplier management, while actively networking with clients and offering consulting services. Key duties also encompass robust network administration, maintaining stable internet connectivity, and validating hardware maintenance agreements. The Associate ensures a stable and responsive network environment through daily monitoring, safeguarding the confidentiality, integrity, and availability of UNOPS ICT systems. This involves monitoring and maintaining proper data backups, supporting business continuity and disaster recovery measures, and ensuring the effective operation of video conferencing and telephony systems. Furthermore, the role supports knowledge building by organizing and delivering ICT training sessions, participating in knowledge-sharing initiatives, and conducting research for reports and briefing notes.
Work Experience
Required experience includes work in information technology, specifically with MS Office (2010+), Active Directory management, Windows servers, and network infrastructure. Desired experience involves working in multicultural environments, UN system organizations, or in development/humanitarian contexts.
