The UNOPS Africa Regional Office supports over 250 projects in 40 countries, focusing on fragile and conflict-affected settings. The Central Africa Multi-Country Office (CAMCO) has partnered with various entities since 1999, providing fund management and technical assistance across sectors like infrastructure, health, and environmental protection. UNOPS has been active in the Central African Republic since 2014, supporting national development and peacebuilding through project management and procurement.
Job Purpose
The Health, Safety, Social and Environmental Associate plays a crucial role in integrating environmental, social, and occupational health and safety considerations into UNOPS project implementation in the Central African Republic. This position works closely with the Project Manager and implementing partners to ensure compliance with national and international standards, as well as World Bank Safeguard Policies. The role is essential for ensuring that projects contribute positively to sustainable development and community resilience, while effectively managing potential risks and impacts.
Responsibilities
The Associate is responsible for coordinating the environmental and social aspects of projects, monitoring implemented measures, and contributing to key environmental and social safeguard outcomes. This includes overseeing the implementation of social inclusion measures to ensure the participation of vulnerable groups, integrating social considerations throughout the project lifecycle, and monitoring social commitments to affected communities. The role involves analyzing social risks, proposing mitigation measures, and coordinating the development of project sheets for negative social and environmental impacts. Additionally, the Associate will conduct awareness-raising actions on Exploitation and Abuse, Sexual Harassment, and Gender-Based Violence, and review documents related to Environmental and Social Impact Assessments (ESIAs) and Resettlement Action Plans (RAPs). Regular monitoring and evaluation reporting, ensuring field compliance with UNOPS and World Bank procedures, and managing documentation are also key duties.
Work Experience
Requires proven experience in environmental and social project management, knowledge of World Bank environmental and social safeguard policies, and experience in preparing monitoring and evaluation reports. Desirable experience includes working with international organizations or UN agencies and implementing projects in the Central African Republic or similar contexts.
