Senior Project Manager
Organizational Context
The United Nations Office for Project Services (UNOPS) Ukraine and Eastern Europe Multi-Country Office (UEMCO) operates across Ukraine, Moldova, and Poland. It supports urgent humanitarian needs and recovery efforts, focusing on infrastructure, energy, housing, education, and mine action. The office partners with UN agencies, international financial institutions, the EU, and bilateral donors, responding to evolving needs with strong implementation capacity, particularly in conflict-affected Ukraine.
Job Purpose
The Senior Project Manager is responsible for the day-to-day delivery, implementation, and operational coordination of designated UNOPS projects and workstreams, primarily focusing on infrastructure. This role involves directly managing and coordinating Project Managers, ensuring project outputs are delivered within agreed tolerances for time, cost, scope, quality, risk, and benefits. The incumbent acts as the lead focal point for selected project implementation, overseeing the construction of physical assets or technical outputs, and ensuring alignment with UNOPS standards and partner requirements in a challenging post-conflict environment.
Responsibilities
The Senior Project Manager leads and manages the implementation of infrastructure projects, developing and updating project plans, and ensuring delivery within set tolerances. This includes managing the production of outputs, ensuring quality of work packages, and liaising with suppliers for timely delivery. The role involves monitoring project progress, controlling variances, managing changes, and advising on risks and mitigation measures. Compliance with UNOPS policies, local regulations, and international standards is crucial. The incumbent supports project managers in problem-solving, ensures active field presence, and coordinates reporting obligations. Responsibilities also include maintaining project documentation, adhering to financial rules, supporting audits, and ensuring results frameworks and M&E plans are in place. Quality assurance of project documents and deliverables, knowledge management through sharing lessons learned, and effective personnel management, including team motivation and performance reviews, are key duties.
Work Experience
Required experience includes implementing and managing complex infrastructure projects in post-conflict or emergency contexts, significant field-based project management with on-the-ground problem-solving, defining technical requirements, and utilizing infrastructure quality assurance methodologies. Experience in managing infrastructure projects and coordinating teams is essential. Experience in multicultural environments, contract management, and supporting procurement strategies is desired.
