Portfolio Senior Manager - Recovery, Preparedness and Mine Action Unit
Organizational Context
The United Nations Office for Project Services (UNOPS) Ukraine and Eastern Europe Multi-Country Office (UEMCO) supports humanitarian needs and recovery pathways in Ukraine, Moldova, and Poland. In Ukraine, UEMCO manages large-scale projects in infrastructure, energy, housing, education, and mine action, partnering with UN agencies, IFIs, the EU, and donors. The office focuses on agile portfolio response to evolving needs, building pathways for recovery and development.
Job Purpose
The Portfolio Senior Manager (PSM) provides strategic leadership and management for a portfolio focused on recovery, preparedness, resilience, and institutional strengthening within the UNOPS Ukraine & East Europe Multi-Country Office (UEMCO). Reporting to the Head of Programme, the PSM is accountable for the overall direction, performance, and delivery oversight of the Unit’s projects and workstreams. This role involves leading Project Managers and technical staff, ensuring alignment with national priorities, partner requirements, and UEMCO objectives. The PSM oversees portfolio planning, resource management, performance monitoring, and risk management, contributing to pipeline development in mine action, recovery, and preparedness. The position emphasizes effective coordination, delivery quality, implementation readiness, and the development of scalable, sustainable interventions, while also managing external engagement and technical representation.
Responsibilities
The Portfolio Senior Manager is responsible for leading the management and performance of the Recovery, Preparedness, and Mine Action portfolio, translating office priorities into actionable plans and targets. This includes overseeing projects supporting national recovery, preparedness, and mine action objectives, ensuring compliance with standards and UNOPS requirements. The role involves identifying and supporting opportunities for recovery interventions, providing technical leadership for pipeline development, and contributing to concept notes and proposals. The PSM will monitor portfolio and project performance, manage stakeholder engagement with government counterparts, donors, and UN entities, and represent UNOPS in relevant forums. Key duties also include ensuring effective governance, performance management, knowledge management, and innovation. Furthermore, the PSM will manage staffing structures, budgets, and operational resources, leading and supporting project teams to foster high performance, accountability, and a positive work environment.
Work Experience
A minimum of seven years of progressive experience in programme, portfolio, or project leadership is required, including experience in crisis, post-conflict, or recovery contexts, and engaging with government counterparts and stakeholders. Experience in Ukraine or similar contexts, and in mine action, recovery infrastructure, or preparedness, is desirable.
