Organizational Context
The United Nations Office for Project Services (UNOPS) is a UN agency focused on infrastructure, procurement, and project management, delivering practical solutions where needs are greatest. The INFRAIGSS program, in partnership with the Guatemalan Social Security Institute (IGSS), is in its second phase (2025-2030), prioritizing the construction and equipping of two new hospitals. This role supports the Regional Hospital of Oriente in Zacapa, a critical third-level healthcare facility.
Job Purpose
The Associate Construction Engineer supports the planning, implementation, and supervision of infrastructure projects, specifically focusing on architectural and engineering aspects. This role is crucial for ensuring that construction and supervision activities adhere strictly to contractual terms, established timelines, and budget constraints. The position contributes to the resident construction team by verifying physical and financial progress reported by supervising and contracting companies. Furthermore, the Associate Construction Engineer provides essential on-site technical supervision, conducts measurements, facilitates stakeholder coordination, and ensures the effective preparation of reports and documentation, all while upholding UNOPS and donor standards.
Responsibilities
Provide technical assistance and construction supervision by contributing to work plans, financial flows, and progress estimates. Monitor on-site construction activities to ensure compliance with physical and financial execution programs, technical specifications, and contractual obligations. Conduct inspections to verify measurements and progress estimates, identify deviations, and assess work plan updates. Review and prepare construction budgets and variations, verifying contractor progress and processing payment certificates. Review change orders and cost claims, ensuring technical accuracy and cost-effectiveness. Support timely delivery of on-site progress reports and construction milestone documentation. Coordinate with end-users, contractors, consultants, and local authorities, participating in project meetings and tracking action points. Monitor compliance with contractual obligations regarding work plans and costs, reporting deviations from approved schedules. Support quality assurance by inspecting ongoing works and ensuring adherence to standards. Provide operational and logistical support, including contract administration, payment tracking, and maintaining accurate project records. Contribute to knowledge building by supporting training sessions and participating in knowledge-sharing initiatives.
Work Experience
Required: 2-6 years of relevant experience in schedule and cost management during the construction phase of buildings, site supervision, or infrastructure project management. Proven experience in construction schedule and cost control, and proficiency in collaboration tools (e.g., MS Project, MS Office, G-Suite). Desirable: Experience in BIM management, cost management, working in multicultural environments or UN system organizations, and in development or humanitarian contexts.
